PENDING Configuration manager console shows 90% of devices doesn't have client installed suddenly

Only around 300 out of over 2000 PCs shows client installed. Not sure when it started, my guess is after last update to 1910. Before this I had apposite - around 1700 showed having clients, and maybe 300 without, probably never connected to network. I know PCs have clients installed and can install Apps via SC. There is nothing wrong with boundaries - already checked. What am I missing? Thanks

yes, they do talk. Thanks for response. I changed cache time duration in policy and i see its reflected in CAS.log on client. Where do I start? Thanks
