SOLVED Configuration Manager cannot connect to the site after server IPU - 2012r2 to 2016

I performed an in place upgrade on my SCCM Primary site server 2012r2 to 2016. I Patched fully before upgrading as well as uninstalling SCEP.

The IPU went fairly well, no errors but afterwards I cannot connect to the site locally or remotely.
I have uninstalled the console of a desktop computer and reinstalled to no avail
I have restarted the SMS_Executive service and SMS agent to no avail

my domain account is an Administrator of the SCCM console but cannot get past the below screenshot.

FIXED!!

WMI WAS BORKED!!!

I followed this : https://morethanpatches.com/2019/03/17/configuration-manager-console-wont-connect-after-an-upgrade/

sc queryex winmgmt
Now take the PID (Process ID) and try and force a kill on it.

taskkill /PID <PID> /F

No longer having the issue. I've posted on this page and Facebook the fix for others who have similar issues.. turns out WMI was broken so ran a fix from a link posted above
