We have performed a few in-place upgrades of Windows Server 2016 to 2019.
For each of these systems CM still shows the OS as WS2016.
I removed and reinstalled the CMclient as well as verified the WMI repository is consistent.
Running the below command from the site server does return 10.0.17763 as the build.
Get-CmDevice -name "hostname" | select -property Name, DeviceOsBuild

Resource Explorer in Hardware -> Operating System shows Windows Server 2016 Standard.
I have ran a full hardware inventory however the issue remains the same. The first one was completed well over a month ago and has run several HW inventories since. Any ideas on how to solve this?

I am having the same problem and my Config Manager is version 2309.

Ironically the server in question is the Config Manager server itself, after an in-place upgrade from Server 2012 r2 to Server 2019.

What version are you referring to as "old"? It is version 2303.
In Resource Explorer under Hardware \ Operating System it shows Windows Server 2016 Standard however under Hardware \ Operating System Ex it shows Windows Server 2019 Standard.
Any suggestions? Is it possible to query the OS version from the Operating System Ex field?

Version 2303 is not old but I think it will take time for Microsoft to update those OS details because somewhere I had read that.
