PENDING ConfigMgr default IIS WEB site with ? on the globe

I am having an issue with the IIS default site which I think may prevent us from going to HTTPS. I am not sure when this happened, it is a new site server. How do we fix that? We cannot seem to eanble HTTPS despite having all the right certs.
