PENDING ConfigMgr console cannot connect to the site

I can provide access to the server.VPN also sometimes does not connect.Then it gets better on its own.

I'm not sure that you are looking for, if it get better on its own. it would clearly be a network issue.

Exactly, you may have connectivity issues. Talk to your network team, and they should help you out with this. Try disconnecting VPN and connect it back and then attempt to access the console.
