PENDING cant upgrade to 1706 - HasIntuneSubscription: Site has no Intune subscription

Been trying to upgrade to 1706. first I was getting the update, so I used the fast track enable script to get it to show. once I did that I could see it in my SCCM but said I had to download it. so I right clicked and selected download. now 2 days later the state stills says "Downloading". when I go so Monitoring-->Updates and servicing status I see configuration manager 1706 with white circle and green sideway triangle (like a play button) and status says "downloading" when I open CMTrace and open my dmpdownloader.log file all I see are endless lines that say "HasIntuneSubscription: Site has no Intune subscription." over and over

Version 1702 does not have this tool
