PENDING Autopilot stuck preparing device for mobile management.

We are using SCCM to image computers but we only want them imaged to the point where they have an OS so they can be autopiloted. After we push the image we do a clean up of the sccm client and complete an sysprep /oobe but autopilot always gets stuck preparing device for mobile management. I have tried with a clean install of the OS from a vanilla windows installer and it works as intended just not with our images that were done with sccm. Not sure where to start with troubleshooting this any thoughts?
 
Do you have a deployment profile assigned to the device / user you are using to enroll the device with? Also within Intune, there is an option to select which devices will use the "Automatic enrollment" feature. Is the device / user member of the selected group? And check if the deployment profile is assigned to the appropriate group.
 
Yes. If I do a systemreset on the computer after sccm did its image then the process proceeds as normal. Its only when I image the computer with sccm then sysprep /oobe does it get stuck.
