PENDING Application approve process for 2 step

I am responsible for the management of Sccm 2012. Can I ensure that some applications within the company first go to the user's administrator and then to the IT manager for approval?

wouldn't that be a change management process that happens before they're packaged by you into SCCM?

I received information that it was done by a company here, but I cannot learn from the company how and who did it. I'm sure a process design like this can somehow be done in Sccm
