NEW AGPM Default Policy Store?

Trying to find information for modern group policy management with AGPM. Specifically looking for information on the default store location for ADMX files. Does it use the local policy definitions or the domain central store (SYSVOL) by default. I've seen conflicting information that it uses local policy files that have to be uploaded to SYSVOL if they do not already exist in the central store. Is this correct? Any clarification would be appreciated.
