PENDING Application Catalog Cannot install or request software

I have a problem that I don't know how to troubleshoot. When I try to install an application from the application catalog it says cannot install or request software.

On the client machine what is the browser used ?. Is this issue observed on all the client machines ?.

All clients are having IE and running Windows 2012 R2 edition. This issue is for remote location where only distribution point server is running.
