PENDING Task Sequence Wizard not loading due to missing NIC Drivers

I'm currently building a new SCCM server. I had it all up and running and it was working/imaging with 24H2 (we did not go live with it yet though).
I decided to build a 25H2 image. I built it, configured it in my existing task sequence and went to test and it failed - no surprise.
I went ahead and updated the ADK, still failed. I then upgraded to SCCM 2509 and SQL 2025 (why not, we're not live, might as well be on the latest for everything).
Everything was updated at this point. I recreated my Dell WinPE Boot image and injected the drivers I needed.
I boot from PXE, the boot image loads, it gets to the configuration manager screen and nothing loads. I push F8, i type ipconfig, no ip... I type wmic nic get name, no instance is available. Okay simple, the NIC driver is not loading.
I mounted my boot image separately and I see every driver file I injected - okay the drivers are there but why is my device not loading it?

I'm genuinely confused right now. I've spent so much time troubleshooting this, I'm ready to blow away my entire SCCM server and just restart over, it should not be this complicated.

My boot image has the drivers, they are in the image, but they are not loading at the Task Sequence Wizard screen.

Hoping someone has some insight.

Similar happened to me once. Press F8 and type drvload <path to your driver>. If it loads that driver and your cmd still fails then its the wrong driver. If it works let us know.

I think what I've discovered is that the WinPE version 10.0.28000.1 that the ADK updated me to, I can't find a compatible NIC driver...
