PENDING backup domain controller setup error

we have windows server 2016 with domain controller and i want to setup backup domain controller for this domain but while steeping backup domain controller error is showing access denied, we tried all possible settings like (firewall off both server, domain controller ip put in getaway as well as dns) but error is same . please find attached error screen shot for your reference
please guide us

Did you check the error at that end of the screenshot?. It says domain controller cannot be contacted.

But Server is accessing through ip as well as name
and we turned off windows firewall also
and one more thing i tried i put Domain server ip in gateway and check but same error

Are you able to resolve the domain controller from the new machine that is being added as additional DC?

IF I add this pc to member of domain its working but backup domain controller not configuring
