SOLVED Failed to extract the payload cab of package

WARNING: Failed to extract the payload cab of package a02d38c5-021e-4144-8249-e7cde48da83f to \\Server\EasySetupPayload\a02d38c5-021e-4144-8249-e7cde48da83f

I cannot get the download and extraction of cab files.
* no anti-virus
*no firewall
* everyone full permission to easypayload directory

I've ran through all fixes I've found here.

Hman.log shows that the updates are not applicable.
No issue. Will research 2503 opt in fix.
