Issue: To sign in remotely, you need the right to sign in through Remote Desktop Services. By default, member of the Remote Desktop Users group has this right. If the group you're in doesn't have this right, or if the right has been removed from the Remote Desktop Users group, you need to be granted this right manually.

As in this article https://www.prajwaldesai.com/allow-logon-through-remote-desktop-services/ I followed the same scenario. But this did not work out.

Have you tried setting this registry value?:

HKLM:\System\CurrentControlSet\Control\Terminal Server\
Name: fDenyTSConnections
Type: DWord

Value: 0

The article above talks about defining who is allowed to connect via RDP; if RDP isn't enabled to begin with it won't matter who's allowed.

I push this setting to all RDP-enabled servers via GPO. You can manually do it via the control panel or server manager utilizing the GUI.

Hope that helps.
