DHCP provides no method to distinguish between domain and non-domain systems. If you're trying to do some basic address space you could try configuring your primary scope with 100% of the addresses reserved using fake MACs (ffffffffff00, ffffffffff01, etc) while entering real MACs for domain systems leaving the rest on fake ones until required.
