Is it possible for SCCM to pull data from another database for collection creation?
 
No. BUT..... you can extend the inventory, which might be a ton of work. What exactly are you trying to do?

I would like to create a User Collection based on the logon name column in a separate database. Hope to filter the collection as the Logon Name column changes. Just a wild idea my boss threw at me.

Why not create an AD group for this and them create a collection based on the AD group?
