Below error details:
The WSUS administration console was unable to connect to the WSUS Server via the remote API.

Verify that the Update Services service, IIS and SQL are running on the server. If the problem persists, try restarting IIS, SQL, and the Update Services Service.

System.Net.WebException -- The request was aborted: The operation has timed out.

First off Have you preformed any maintenance on your WSUS db? if not you really should go to Bryan session at https://mmsmoa.com/

Have you implemented the recommend changes to WSUS with respected to indexing and alike?
Have you setup Ola script to optimize the db daily?

Lastly, why are you accessing WSUS outside of CM?
