NEW WinPE Reboot Issue

Hi,
I'm stumped with an booting issue on SCCM.
When a client boots from PXE or from USB Boot media, the client boots and pulls down the boot image, but as soon as WinPE has loaded and the MEM background or MDT background is shown the device reboots. There isn't even time to hit F8 and prevent the reboot. This happens for physical and Hyper-V VMs.
There isn't anything special about the boot images either, just stock images. I've tried uninstalling and reinstalling ADK and WinPE and re-creating the boot images in case there was an corrupt file but it's still the same.
I also thought it may be an issue with communication to the MP but moving the test VM to the same subnet results in the same reboot.
Any suggestions?
