PENDING Windows Setup failed with hexadecimal exit code 0x80070490

Hi
I create an in-place package to upgrade form windows 7 enterprise to windows 10 21h2 enterprise
so when start package on client, after 8% process show installation complete and need to restart
but any update didnt install and software center cant run
after manually remove provisioning mode and run ccmrepair, software center run normally
but windows 7 upgrade package status show installing
I attached smsts.log.rar so I need your help

finally i found the problem.
after i put windows product key in the upgrade package the error gone
