Windows lic counts of devices

Hello as a lot of you it's a struggle sometimes to get the exact number of Windows Licenses (worsktations, not servers) in use within your organisation.
sccm endpoint manager might have a lot of info but also AD does.
There is always a difference in the number count between these 2.
Not every device that is registred in AD has an active sccm client running or is registred in sccm.
Is there anyone with the same experience and has any recommandations ?
Its all about a sam/itam management and having control over some tools to have a realtime overview.

There isn't a lot you can do if you company doesn't manage its computer. Your first thing is to ensure that you do manage all of you computers.
