PENDING Windows Defender Firewall Policy

I have set up a new Windows Defender Firewall Policy for my test device collection the tech department. When the policy applies it errors out with the following information.
Error ID: 0x8004100E
Description: Invalid namespace

Not sure on where to look to find out how to correct this.
