NEW Windows 1909 and Office 2016 Upgrades+ August 2020 Microsoft Updates

Team, we currently in the process of performing in place upgrade to Win 10 1909 (currently on 1803) as well as upgrading to Office 2016. In total these upgrades are around 8GB, and it's placing a strain on the onsite DP and let alone client connecting over VPN to pull down these updates, Microsoft just released some critical updates that we need to deploy on top off all the upgrades, this month updates totals another 1.5GB, so that's potentially nearly 10GB users need to pull down, what takes precedence here, as our management team wants us to do something to make it less painful for our uses, in terms of large amount of data they need to download, what's your guys thoughts, I'm inclined to say patching is more important.?
