Windows 11 business version upgrade is not approved in the offline environment WSUS

Hello
First of all, my English is very poor.
Windows is the Korean version, so it can't be translated
sorry.

I am using SCCM in an offline environment.

I tried to get approval from WSUS to upgrade to Windows 11 Business Edition, but it was unsuccessful.

We cannot authorize the installation of this update because the Microsoft Software License Terms for this update cannot be downloaded.

I am not certain why that's happening but that error rarely occurs. Try running 'wsusutil reset' to let the WSUS server scan the database for content files that are supposed to exist, but do not. That will regen a BITS download request for the missing files. Monitor the server status and when files to download is zero, try approving the update(s) again.
