SOLVED Warning: usagedata.cab signature couldn't be verified. Error: getHKLMketvalue

I am facing problem upgrading sccm 1810 to 2006 using service connection tool offline. Our network is physically isolated from Internet. When i download the the update packs it gives following error, but the files are successfully downloaded. It gives Warning: usagedata.cab signature couldn't be verified. Error: getHKLMketvalue. When I import the update packs in the sccm, it gives an error in the dmpdownloader.log file that failed to find payload file at ...... .cab. Could you please help me to solve this ssue? Can you guide us the step by step process upgrading sccm 1810 to 2006 offline?

It worked with the following command. I added downloadsiteversion.
ServiceConnectionTool.exe -connect -downloadsiteversion -usagedatasrc C:\Temp\UpdateContent -updatepackdest C:\Temp\UpdatePack
