PENDING Visual Studio update issue

Hello, I have set up Visual Studio updates according to this guide: https://www.prajwaldesai.com/deploy-visual-studio-updates-using-configmgr/, but when I check on client machines, the updates are not being applied. In SCCM reports, the Visual Studio versions are being reported correctly. The latest version of Visual Studio is 17.12.4. Also, when I check the ADR rule, it shows 'Required' as 0. Other ADR rules that I have are working. What could be the reason for this?
