PENDING Upgrade TS not continue after restart

Hi all we have problem with installing 1909 cause drivers issues.
So I create TS with setup.exe with no drivers install.

We uninstall McAfee and Cisco AnyConnect cause they leave some devices in device manager after upgrade.
So i want to install it after upgrade.
but computer uninstall McAfee, Cisco, install 1909, restart and then stop.

Where is the "Setup Windows and ConfigMgr" step ?. Did you examine smsts.log file ?.

This is upgrade TS there is no need this step.
I need to add setupcomplete.cmd cause i use my setup.exe line.

OK its fixed in KB4560496:
An operating system upgrade task sequence does not resume after the target computer restarts. This occurs when the task sequence incorrectly tries to take the ConfigMgr Client out of provisioning mode. Errors resembling the following are recorded in the TSAgent.log file.
