PENDING Unique identifier duplicates issue

I ran a report and it showed me that I have duplicate identifiers. I did a little search and found some info on it, but I feel the info is old and not correct anymore. It talks about using a tool call CCMDELCERT and I can't seem to find that any where. How do I correct my duplicate issue?
