SOLVED Unable to upgrade Windows 10 1709 to 1803 code 0xC1900208

I have created a TS to upgrade 1709 to 1803 but it keep famil with this error

these article suggest that one of the software which is install on the pc is not compatible but nothing is install on this PC, No software including FEB/SCEP

I try this on brand new system which has no software install on it and i'm still getting same error.

It was the language I was using, Once download the international version of OS then it worked without any problems
