NEW Unable to update 1806 to 1902 - failing on spCreateAndBackupSQLCert

When running an update to SCCM 1902 from 1806, the prereq check comes back with no errors. The CMUpdate log shows the following error:

ERROR: Failed to initialize the site control data. CONFIGURATION_MANAGER_UPDATE 6/17/2019 4:43:26 PM 2552 (0x09F8)
InstallSystem failed. CONFIGURATION_MANAGER_UPDATE 6/17/2019 4:43:26 PM 2552 (0x09F8)

After that error, all of the changes are backed out. Any thoughts?
