PENDING Unable to install any new DP

Hello,
Here is a bit of background info. I am currently going through a process of upgrading some servers to Server 2016. I keep getting errors when trying to create the DP roles on the servers. Yes, all the appropriate accounts are in the Local Admin group. Yes, all the prerequisites have been installed. I keep seeing this in the distmgr.log

Error occurred. Performing error cleanup prior to returning. SMS_DISTRIBUTION_MANAGER 4/11/2019 3:45:51 AM 26560 (0x67C0)

DP thread with ID 23500 failed to process DP action SMS_DISTRIBUTION_MANAGER 4/11/2019 3:45:56 AM 11528 (0x2D08)

Failed to process package TK100003 after 344 retries, will retry 156 more times SMS_DISTRIBUTION_MANAGER 4/11/2019 3:46:01 AM 11528 (0x2D08)


I have attached the distmgr log, please let me know if you see anything or would like other logs.

I don't see any issues while packages are sent to DP. Under the DP properties can you check if Schedule and Rate limits are configured ?.

From the distmgr.log I see the below errors.

WARN: GetShareInfo() failed. Error code = 53 SMS_DISTRIBUTION_MANAGER
GetContentLibLocation() failed. 80070035. SMS_DISTRIBUTION_MANAGER
Failed to get the content library path on server

Is there an antivirus installed on DP and is the firewall turned on ?.
