NEW SUP - No Internet Access

I have an environment that has no internet access. I have a WSUS server that gets its updates from another upstream WSUS outside and managed by another entity outside our network. I have two issues:

1. I finally got ECM to synchronize software updates from our WSUS and the "All Software Updates" are populated with all the updates i approved on the WSUS. I created a deployment group and a deployment package location. When i get to "download location" in the wizard i don't know what to pick. I've tried both "download software from the internet" as well as "download software updates from a location on my network, i tried selecting the wsus content folder on the server. Unfortunately I get an "access denied error". Don't know what permissions it's trying to use and where.

2. I'm trying to update the ECM server. I changed the service connection point to offline, exported the cab file, downloaded the contents from an internet connected system and then imported the contents into ECM. The updates show up as available to download, but when i click download nothing happens and everything is greyed out, including the download button, so i can't select it again. I let it sit a couple of hours and it's still greyed out.
