PENDING Slow Configuration Manager Load

We recently installed a new SCCM 2303 base install, then upgraded to 2309 using your site notes as reference (thank you). The upgrade succeeded but on first launch of Configuration Manager Console, it takes 5 minutes or more to connect and load everything. Once loaded, the console seems to respond fine between items. Any advice where to start to look to resolve this as I don't think it should take that long to open? Looking at the logs, specifically SmsAdminUI.log we see the attached errors. Again this is a new install with a single Primary Site setup so far, with 3 distribution points. SQL 2022 runs on a separate Windows Server 2022 from ConfigMgr
Thanks in advance for any suggestions for troubleshooting!

Are you running ola script daily?

Is the firewall open for that web service? You can see that it is timing out within the logs.

Not running any SQL maintenance scripts at the moment as it's a fresh new install with minimal configuration. Is it necessary on a new install?
Regarding firewall, which port(s) would need to be opened?

IMO it should be installed before you start using ConfigMgr and have it run daily.
 
Installed the ola script, ran the IndexOptimize – USER_DATABASES job and re-launched Configuration Manager console, still takes about 5 minutes opening "Connecting to Site Database"
Any other suggestions?
 
You can see from the log file that it take ~20 second to try and talk to the webservice. I bet that if you fix that, the console will connect faster.
