PENDING SCOM-Management Server Health State is Critical

Hi,

Currently we are using SCOM2007 in our Lab environment.
The RMS server Health state showing critital in SCOM console and all servers health status is grayed out.
I have not much exposure on SCOM and tried to troubleshoot the issue.
I belive is there connection broken between RMS and SQL Server Instance (Dataware house).
There is multiple events are generating 31551 events.

Find the below log info :

Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: TCP Provider, error: 0 - No connection could be made because the target machine actively refused it.)
