I have a problem when I want to upgrade a Windows 10 with SCCM Servicing Plan. My goal is to upgrade all computers with version 1703 and earlier to version 1709 instead of the latest version (1803). When I select version 1709, the servicing plan does not apply to the targeted computers but if I select version 1803, the servicing plan applies without any problem (Which has a value 1 in the Required column).
Here is my configuration:

- In the Classifications tab: I have selected Upgrades
- In the Products tab: Windows 10
- Client computers: Windows Professional 10 1607
- SCCM server version 1710 with remote SQL 2012 R4 server
