NEW SCCM Software updates with upstream server not downloading updates

hi,
we have SCCM current branch installed in a disconnected environment with no internet access. We have a separate WSUS server that does have internet access and have configured that as an upstream server which is working and we can see software updates in the SCCM console. The ADR we use seems to get the metadata but it does not download the files just the content. any ideas?
