PENDING SCCM Server show success but clients not upgraded

Recently I have been trying to upgrade clients to IE 11, however after deployment, the server shows success but checked on clients' PC, it was not.
Can anyone help on what are the issues?

Yes, rebooted a few times still the same. I had even deployed as available so that user can click and installed themselves. However the SCCM shows already compliant.
