PENDING SCCM Pending content download

Hello, I having a problem, some machine 300/4000 are pending for content download, what I can check what is happening. What I had checked as below
1. CAS Log is normal
2. Location log DP selection is right
3. Content transfer log fail to getting the value of content
4. Copy the link in content transfer log to browser can access
5. BITS queue normal no queue stuck inside.
6. Deploy windows update normal

What to check next

Status update,
Reinstall ccmclient no change
Assign the application to software center, can download & install, same application assign as required not working
