SCCM is downloading and install the FU 1909 but when you reboot the machine it rollbacks the system to 1809, it doesn't config the system to 1909.
This is only happening on VPN, on LAN same system is working fine.
FU 1909 is being pushed by Windows 10 service we are not pushing it though TS is being installed from SCCM Windows Update
We are using SCCM 2006
