NEW SCCM Clients not receiving updates

Having software update issues deploying updates using ADR configuration manager 1902 with hotfix rollup KB4500571 installed
Majority of clients showing as compliant on the deployment status.
Looked at the client update deployment log, the log is showing thing is the devices that are not updating are showing required Total actionable update as 0
The message “ EnumerateUpdates for action (UpdateActionInstall) - Total actionable updates = 0”

The update handler log showing result=0x0

But when check the clients they are showing as this month’s update has not been installed
Any advice would be appreciated.
I am going round and round in circles trying to find articles that don't fix it or are not relevant and there are no proxies defined for our network.
