I have been stuck on this for a few months and I was hoping someone could help me. I cannot disable deadline randomization for software update deployments.
I have 'Disable Deadline Randomization' set to Yes.
Additional software manages deployment of applications and software updates is set to No.
I have several test groups in place and I would like for them to see the process and also be able to tell them when patches will be installed and when machines will be rebooted. My clients report back "past due-will be installed" once the deadline is reached. Of course they will randomly start installing within the 2 hr window. These groups have no maintenance windows in place so this should be straight forward.
Here is the client side check.

Created new client settings package just to make sure my other settings were not the culprit.

If anyone could help me track down the issue I would greatly appreciate it! SCCM 1606 HotFix(3186654). Clients are all 5.00.8412.1307.
