PENDING PXE-E53: No boot filename received

I am having issues with PXE booting VMs - getting "PXE-E53: No boot filename received" error. I have ticked "Enable a PXE responder without Windows Deployment Service" so shouldn't need option 66/67
Cannot seem to resolve - have trawled through numerous posts trying fixes without success.
 
This is in a lab setup - no multiple VLANs - I have got pxe booting without WDS working on another computer in my other lab but this is completely separate.

Have done everything the same in the setup for this lab - been trying to resolve this for weeks - checked and rechecked all settings in SCCM - removed and added roles, removed and reinstalled ADK, removed and reinstalled DHCP

Have attached Wireshark capture when I try to pxe boot
 
My lab is;
Oracle VirtualBox VMs
DC - 192.168.1.10 (DNS, DHCP)
SCCM Primary Site - 192.168.1.11 (SQL)
Network - 192.168.1.0/24
 
Hi - tried Option 66 but still same issue - have attached Wireshark of this as well. I also deleted and recreated VM in case it was corrupted. Can't seem to figure out if it's a SCCM or DHCP config issue or maybe DNS?
