The cycles in actions tab are not reflecting even after waiting for a long time, the return code in ccmsetup log is 0, able to see the client id and site code

How many entries do you find under the Actions tab of ConfigMgr client properties. If it's just 2, then probably the client is installed but is not communicating with the management point server.
