NEW New server install, all clients fail to deploy

I have installed a new CM server and applied all available updates, currently server is running 5.00.9106.1000. When trying to deploy clients, either by doing a Push or manually using command line, the install fails with error "Could not retrieve value for MDM_ConfigSetting . Error 0x80041013". I do not believe there is an issue with the clients, because I've tried it on several machines that are also new installs (Server 2019) and I'm getting the same error on multiple machines. The server is configured for http communication so there should not by any issues with PKI. Any advice would be appreciated!

For anybody that comes across this post, the problem was due to the Microsoft Policy Platform and only occured on machines that previously had a 2012 CM client installed. I had to manually upgrade the MPP installation to a more recent version before the upgrade/installation would complete successfully. See the article below for more details.
