PENDING New Role Cannot View Reports

In trying to adopt a more RBAC approach, I have created a new role for our Help Desk staff based on the Read-Only Analyst role but with some added permissions to suit their duties. However, these users are not able to expand Monitoring -> Reporting -> Reports after being assigned their new role. Even stranger, if I temporarily revert that user group back to the "Full Administrator" role, they're still not able to view reports even though they were able before I created this new role and moved them out.

I have tested their ability to access https://<servername>/ReportServer and confirmed they do not currently have access. If I add these users to the same groups as users who CAN access ReportServer, they're STILL not able to access the site. I feel like I'm going crazy because I'm not seeing consistent behavior, so hopefully someone has some insight?
