Is Client center tool available to support 1606 clients?

I don't think so. Are you talking about right click tools ?.

No it's not right click tools. Client centre is third party tool which helps in managing the client like initiating an advertisement/policies. We can also get the list of add/remove programs and many more related to inventory.
