SOLVED MSI: Setup was unable to upgrade Sql CE database file InventoryStore.sdf

SCCM 2012 client Upgrade failed(80070017).

while on sccm upgrade from SCCM 202 R2 SP1 to SCCM 2012 1606 getting the following error while installing the upgrade.

MSI: Setup was unable to upgrade Sql CE database file InventoryStore.sdf.
The error code is 80070017.

File C:\Windows\ccmsetup\{6047018B-D518-4AB1-9F84-B63C206B468F}\client.msi installation failed. Error text: ExitCode: 1603
Action: CcmUpgradeSqlCEDatabases.
ErrorMessages:
Setup was unable to upgrade Sql CE database file InventoryStore.sdf.
The error code is 80070017.

I see the installation failed with Exit code 1603. On the client machines, check if any other installation is running or if any security software is preventing the upgrade. You could also pick up a test computer, uninstall the sccm client agent cleanly and install the new version and check ?.
