PENDING MECM Imaging Issues

We have just set up a new MECM server on a flat domain with around 350 endpoints. I must also add that this installation has replaced an existing, now redundant, MECM installation which we turned off a couple of weeks ago. For context, the boundaries of the old MECM were turned off and the new MECM server has been given a different Site Code.
The new server is set up and working in that it has discovered all the clients on the domain and installed the new Config Mgr client software to all the clients.
The problem I am having is with imaging, namely, PXE booting new devices. When i network boot an unknown client, it communicates with the server and downloads the WDSNBP x64 I then get pending ID: 0. The sequence continues with a message from Administrator "SCCM PXE" the process then contacts the server which replies "TFTP Download: smsboot\PRE00003\x64\pxeboot.com" Then the usual press F12 for Network Service Boot.
At this point, the machine loads the MECM gui, pauses, then displays "Preparing Network Connections" it is at this point that the device reboots and either reloads the installed OS or retries the PXE.
I have trawled the internet and tried many of the more sensible fixes offered, all without success. At this point, I am desperate to try and find a solution to this issue.
One of the more common fixes offered is to add network drivers to the Boot images however, I cannot believe that this could be a solution as the old MECM server, imaging the same machines, never needed NIC drivers injecting into the WIM!!
I have attached a recent log from an attempt on a newly created VM which had the same issue.
If anyone is able to offer any help or advice in getting this resolved, I would be eternally grateful. I am tearing my hair out with this.
