MECM IIS application pools stopped

I freshly installed MECM with new database and site. All my IIS roles for MP stopped. This is on a server that was working with a 2409 MECM that re decommissioned the site and reused with a new site new MECM install. I've done a complete removal of MP and reinstall. The only way to get the identity to work is using LocalSystem. I'm getting conflicting information on how they should be set. They install as LocalService and some as NetworkService. Both have read permissions to the virtual directories.

I'm stumped....
