PENDING Locationservices.log is showing errors, clients are online but inactive

I am getting below errors, repaired sccm client still no luck

are you sure you set up the right boundary? user has vpn? one minute it was connected to Korea and the next minute is PAC.

i was also faced the same error, after all my efforts i realized that it is because of GPO issue, the client time and date are not sync up, after did the necessary changes then is working fine
