Issues during MECM offline upgrade

Hello.
While testing an offline upgrade on MECM 1906, I exported the UsageData.cab file, but when I try to download it with the command below, I do not receive the update package with a warning about no signature and an error about no telemetry data

I extracted the file with the command below.
cd "C:\Program Files\Microsoft Configuration Manager\cd.latest\SMSSETUP\TOOLS\ServiceConnectionTool"
ServiceConnectionTool.exe -prepare -usagedatadest C:\UsageData.cab


The information when checked using the Sigcheck program is as follows.

Hey cotober7856,

I have seen this similar issue with our gateway firewall blocking the ability to download the packages. My suggestions are to confirm that go.microsoft.com and aka.ms is not being blocked from the firewall ACL or temporarily disable firewall to download packages.​
